Both of the IIIT are newly opened. Both have same lack of facilities. So, it would be better to chose any other option.
In case you have no option, then choose CSE at IIIT nagpur, because for placement you won't have to study extra. Because if you chose ECE you will have to sit for IT companies and they will ask for Computer science only. So, if you choose ECE you will have to learn extra course as of CSE for placement apart from ECE.
So, you can choose wisely!
