Hello,
Yes, students from IGNOU does face late delivery of study materials, but now they have made students access to digital study materials, now if you take admission, you'll be able to download the entire books for your complete course and be able to read and study through it and there isn't much difference, it's just the same study material in downloaded form.
There are also other open university, you can go for like NSOU, Delhi University SOL, TNOU etc
