why is it compulsory to take admission in fourth round of upsee if I want to go for fifth round.

It is the condition they have set...
Dont know why they are doing it.. But u need to take admission in your allotted college if you want to participate in fifth round..

If you want to be a part of counselling then you have to participate in all the rounds.
