Yes you can join government engineering colleges in some states either based on their own entrance tes Or through merit in 10+2. In some states like Maharashtra, Gujarat they have there own entrance tests named as MHTCET, GUJCET respectively and states like Tamil Nadu, Rajasthan that conducts admission through TNEA and REAP respectively which is conducted on the basis of merit in 10+2.
So you can appear for entrance exam of such states or you can directly apply for counselling of those states where you are seeking admission on the basis of merit in 10+2.

YES, students from other states , means the non-karnataka students, can also apply and give KCET Examination. But for veternery courses your father or mother should be a native of karnataka and also you will need to write a kannada exam which is conducted for 50 marks and a minimum of 12 marks are required.
Furthermore, since you belong to the other states, so you will only be getting the private colleges in karnataka and not the government colleges after giving the KCETE examination.
