Hi there,

Since your rank is quite low and you also not having the home state advantage, hence it would be very difficult for younto get a seat in the ipu college offering cse branch.

Here are some college options under ipu

Delhi Institute for tool engineering
Guru teg bahaduri Institute of technology
Hmr Institute of technology and management
Jim's engineering management technical campus etc

These are some college options, you may not get cse here but other branches are available.
