I get 982 (obc) rank in uceed 2018 can i get admission in iiitdm jabalpur or iiit delhi ???

With this rank, it's seems to be quite difficult that you will get a seat at IIITDM (as there are only 105 seats across IIT-Guwahati, IIT Bombay and IIITDM).  With your rank in OBC, you may get a seat in IIIT Delhi, however, that also depends on the cutoff of UCEED for OBC. If you are from NCL of OBC, then you will be considered in General Category only. You can try for admission into the following institutes, which will also offer admission on the basis of UCEED 2018 score:

Chandigarh University, Punjab

Central Institute of Technology, Kokrajhar

U.P. Institute of Design Noida (An Institute of Dr. A.P.J. Abdul Kalam Technical University, Lucknow)
