I got 86.01 percentile in jee main 2019, will I get CS in RTU KOTA....? I belong to OBC and I am from Rajasthan.

Yes definitely, you would easily get a seat in the RTU for a CS branch, but the college might be different.
I would recommend to make a list of college's you want to apply to and email them your score.
