Yes, if someone has completed his 12th from some state and not a residence of Delhi can fill the form.
The basic eligibility criteria of IPU MBBS 2019 mentioned below :-
Aspirants must be of 17 years of age as on December 31, 2019. While the upper age should not be more than 25 years.
An applicant must have passed Class 12 or its equivalent examination from CBSE/ICSE/JMI individually in Physics, Chemistry, Biology/Biotechnology and English.
General category candidates must have completed Class 12 or equivalent exam with 50% taken together in the above-mentioned subjects. While, SC/ST/OBC aspirants must complete the qualifying exam with 40% in PCB and English subjects.
In order to be eligible to fill the application form of IPU MBBS 2019, they must be medically fit.
