My normalized mark is 31 whether I am eligible to get seat in food technology at Anna University

Your normalised score is 31 but this is not the only factor which decides the cut offs but there are certain factors such as number of candidates appearing in the examination, previous year cutoffs and difficulty level of the paper.

But if you also have reserved category then you do have fair chances to get into this college. But you can look for other private colleges too like vit Vellore , SRM University, Manipal University, WBJEE colleges.

Considering your normalized marks, your chances of admissio are pretty low. As per TNEA counselling, you will most probably be called for counselling - if at all - in the last round and will be clubbed with rest of the candidates.

The cutoff for penultimate couselling round is 125 marks. So, realistically the cutoff for the last round may not even come below 100.
