For government colleges in West Bengal by wbjee you need to have domecile of the state. Also having an exam does not mean you will get selected you need to have good rank to get admissions in government engineering colleges in West Bengal. Jadavpur University is open for other state students also but the seat is less and thus for getting admissions there in good branch you need to score less than 1000 rank.

There are two things in an exam like WBJEE, that is you clear the cutoff and the next thing is you score a good rank. If the first case is taken, then clearing the cutoff doesn't ensure an admission as the admissions are on the basis of your rank.
