I belong to general category and i got AIR 32296 in jee mains and i am from delhi. i might be getting courses like civil or environmental engineering or mechanical in dtu and cs in ip so which one i should choose dtu or ip ?

Its all depends on interest in the subject. in which field you have interest you choose that one .
According to your question, i will suggest you to choose DTU . because DTU has good placement records, study methodology, faculty experience and good overall ranking.
