I got rank of 37500, jee percentile 96.66 and ews rank 4700. Do i stand a chance to get a seat in dtu/nsit?

Yes, You can definitely get the colleges at this rank if you are from Delhi region otherwise you can't.
For DTU, you can get branches like - Civil Engineering, Biotechnology, Environmental Engineering, Polymer Science & Chemical Technology, Production & industrial engineering.
For NSUT : BIOTECHNOLOGY & Manufacturing process & automation engineering.
You can get only the streams like this at these colleges but my suggestion to with lower NIT's & IIIT'S. You can get good branches their at this rank.
Cutoffs varies every year & wait till to last to get good streams.
