If i opt for 3rd round of WBJEE 2019 counselling and get a bad college, can i get my previously allotted college of round 2 ??

Hi Piyush,

Sorry to say this but you won't be able to get back those colleges from which you asked for upgradation. Your previous rounds seats would have been given to other students till now. You can do a thing, that contact to the official of the counseling, their phone numbers are available on the official website, they might give you better idea like they might tell you to go for the Mop-up round if there is one.
