Shall I can give bitsat 2019 if I give my improvement in 2018

As per the eligibility criteria of BITSAT, a candidate who has more than one attempt in 10+2 can also apply, but in that condition only the latest performance would be considered. Also, you need to appear in all the subjects in your improvement year. This means if you give improvement in only one paper in 2018.
And yes, if you pass your improvement exam in 2018 - youmust appear in all the papers - you are eligible to appear in the exam, provided you meet the other criteria as well.
