For 152 marks in jee mains you will have general rank in range 16800-18200. For this rank you have low chances for CSE there because last year it closed for 12167 in HS quota and 5700 in OS quota.
Yes definitely DTU is better than NIT delhi. NIT D is a new institute, it has not developed yet.
