Yes, you can appear in UPSEE exam.
Students who don't have domicile certificate for UP will be eligible for only private engineering colleges.

Is it worth to try private engineering college besides govermenent college from UPSEE? Can you name few best private colleges affiliated to AKTU?

You can apply for a government colleges of UPSEE if you have domicile certificate.
It's totally depends on your choice whether you prefer government colleges or private colleges.
Top colleges under UPSEE are good you can prefer them but you can keep a option of private colleges as well.
Some of the top private colleges which provides excellent faculty, exposure and placements are VIT Vellore, BITSAT, SRM, Amrita and Manipal.
Good colleges under UPSEE are Ajay Kumar Garg Engineering College, Ghaziabad and KIET Group of Institutions, Ghaziabad
You should focus on to get IITs or Top NITs first to get good knowledge and placements.
