Last year cutoff of iem ECE branch was almost 5900 till round 4 so you have probable chance of getting admission in it but you are quite in unstable zone.

As per your rank in WBJEE 2019, you are very much likely to get a seat in every branch of IEM except CSE by the fourth round. Although, the chances for ECE branch are quite slim but you do stand a chance at it. The total tution fees for the first year is Rs. 1,30,200 and uniform and brochure charges (one-time) is Rs. 6,100.
